The Research Of Public Cultural Service Standardization Of Rural Community

In the background of modern society, the construction of modern public cultural services are topics of the age. The question of the meaning of propositions and basic orientation is equalization of urban and rural areas, enhancing service performance, building service-oriented government. Its fundamental value target is good governance of cultural. Standardization is an important tool for selection to introduction of public culture services.This paper discusses public cultural services in rural community as an object and the body is divided into four parts. The first chapter is the basis of building public cultural services standardization of rural community. First, from the national, social and civic point of view,we discuss the significance of building public cultural services standardization for rural community.And then starting from the two dimensions of legal basis such as the cultural policy and theoretical guidance, lay the foundation for defining the scope of the rural community public cultural service standards. The main theories are standardized theory into public cultural services and new public service theory and governance theory and cultural and sociological theory. The second chapter is to build a standardized system of public cultural services in rural communities. First, clarify the boundaries of the content of public cultural services standardization of the rural community. And then analyze the structure and classification of rural community public cultural service standards and learn from "the government list of responsibilities" of new public service theory, and analyzes the factors that affecting standards development. And finally, establish a standardized system of public cultural service of rural communities under the principles of systemic and so on.The third chapter is the practices of public cultural services of rural communities standardization. This article summarizes the main content and implementation mode of the public cultural services standardization of the rural communities in Zhejiang Province and Dongguan City. This part verify that the scientific and feasibility of standardization system which has been constructed. And it reveals the effectiveness of governance practices. The fourth chapter propose the ultimate value goal which is achieving good governance of culture. And from the theory and mechanism level, proposed a path to enhance the effectiveness of culture service to achieve good governance of culture.
