Social organizations as an important means of social management innovation, taking part in community governance has become an important part of grassroots democracy in China.In our country, most of community organizations view interest classes and sports classes as a starting point, and develop from the volunteer team. However, the organizations relying solely on interest and caring without the support of government and the guidance of science have not been able to undertake some of the functions of government transfer, the development of community social organization is bound to be a tortuous process.In order to implement the spirit of improving community management and enhancing the level of management service on the Third Plenary session of 18, Wuchang District makes Food Street as a experimental unit, proposing community social organization hatchery project, and hopes to promote the development of social organization. Grain Street community social organization hatchery project aims to provide daily advice, capacity building, resource platform, registration counseling, professional assessment and other integrated services for grass-roots type, operation, service-oriented, autonomous, nonprofit community organizations,which assists in the organization "hatched",and makes it develop into a social organizations based on system improvement and independent operation,on the other hand,making it have a qualification and ability of public service. But there will be a series of difficulties in the completion of social organizations hatching, including incubators body has its own limitations, community social capital underutilized, less support of community committees for community social organization hatchery, the capacity of the existing community social organizational is weak, low level of awareness of community social organizations.Social organizations hatch is an emerging field in this province,and there will be many problems in the process of actual implementation.Through the research of Wuchang District of community social organization hatchery, analysising the overall development and policy environment of their communities and social organizations,making a further analysis of the plight of community social organization incubator,and through a studies of specific case, putting forward suggestions of Wuchang District social organizations hatch.enhancing their own hematopoietic function by confirming boundaries between the government and the hatch body, enhancing the credibility of the incubator body, establishing and improving community social organizational system, creating a resource sharing platform, re-reading "non-profit" nature of community social organizations.
