Research On The Governance Of Basic Level Government

On the Third Plenary Session of the 18th CPC (Central Committee of the Communist Party of China), the general goal of comprehensively deepening the reform is proposed as improving and developing the socialist system with Chinese characteristics, promoting the modernization of national governance systems and governance capacity. As terminal implementer of the Party and state rural policy guidelines, township governance ability determines the future of the whole governance system as well as governance capacity modernization.This study selects Shigu Town of Yulong County as the research object. On one hand, Shigu town is my hometown and also where I took civil servant as job for the first time, I have a special affection for Shigu town. On the other hand, I think it’s a positive attempt to research on the most basic level of the whole country, and to propose countermeasures and suggestions to improve the township governance of Shigu could contribute the whole system. So I make a systematic analysis on governance issues with Shigu town as a sample.The study is consisted with five parts with the theme of "Research On Governance Of Basic Level Government". Part I starts from the background and significance of the topic, then summarizes and views the present status of researches on township governance, and proposes the research framework of township governance——the relationship between the township government and the superior government, the township government itself, as well as the relationship between the township government and grass-roots community. Part II defines basic level government, governance, and governance of basic level government at first, then describes the present status of governance of Shigu town including the basic situation, basic institutional settings and their basic functions. Part III discusses the existing problems from four aspects:including the relationship with the superior government has not been straightened out, insufficiency of financial resources, inter relationship is not coordinated, government functioning inadequate, lack of office supplies and government authority, weakness of village organization, absence of supervision mechanism Part IV further analyses the reasons of predicament of Shigu town governance, including the overlap of county and Shigu township governance functions, insufficiency of financial system, decline of government credibility of Shigu town, insufficiency of the village organization, irrational structure of human resources, Unscientific performance evaluation system. Part V gives 3 recommendations to strengthen and improve governance of Shigu Town:first, strengthen the support of township governance; second, strengthen self-construction, third, enhance interaction with the roots community.
