Research On Negative Impact And Optimal Countermeasures Of Campaign-style Governance In Basic-level Government

The administrative system and governance mechanism in China are going through a process of constant rationalization.With the accuracy and large-scale development of China’s bureaucracy,governments at all levels and functional departments in order to expand their influence,remodel the campaign-style governance in the form of more precise target responsibility decomposition and performance appraisal system,for wide use in administrative affairs,through the routinization of campaign-style governance.However,multiple campaigns-style governance is realizing routinization and they all want to do that.In this process,how does the superior government mobilize? Are there different characteristics compared with the campaigns-style governance? What impacts does this have on the basic-level government,which carries a large number of economic and social affairs? What’s the problem? This article chooses T town as the research object and carries out by the impetus of superior government and “response” of the government at the corresponding level from the routinization of campaigns-style governance,and also clarifies the operational logic of the routinization of campaigns-style governance among the basic-level governments.And then it studies a series of problems including “volatility” of basic governance,functional confusion of departments,disorder of organizational management,“dislike” of cadres at the basic level and difficult issue of “talents’ stay”,to further through the element analysis of the routinization of campaign-style governance,considers that moderate pressure-type governance with scientific and feasible management target,the matching between management ability and management ability and constantly institutional construction as the decisive factor for basic-level government to realize the routinization of campaign-style governance,and finally putting forward the premise,basis and optimized suggestions during the realization of the routinization of campaign-style governance of basic-level government.
