Rural communities’public affairs governance is an important area of administration research in China. With the rapid development of rural economy and society, past patterns of behavior Collectivism is gradually changing. And rural social subjects becomes diversify, people’s interests demands becomes increasingly diversified, supply of public services is inadequate, as well as multiple frequent conflicts and disputes and other issues, It has become an important issue which is to break the current rural development contradictions and problems.To achieve effective governance of rural public affairs, the key is to establish an effective mechanism and platform. It is a better choice to let village-level organizations, enterprises, social organizations and villagers to participate in the body and other rural public affairs management. And we can express interest demands, to achieve positive interaction, and continuously expand the supply of public services information. Then, we do a review of domestic and foreign literature of rural public affairs to sort out the theory analysis, analysis the main point of view, the perspective analysis, analytical methods, which is combined with the current status of Rural Affairs. Analyzing public governance about the governance of a single center, other body participation in Rural Affairs, governance public service supply situation and rural public social and other aspects of the prominent contradictions facing. At last, it is need to introduced to the rural areas of governance of public affairs on the concentrically governance model in theoretical and practical.We selected more prominent land issues in rural areas, Qilin District binding "SanTian" adjustment to analyze administrative practice. We seek to an effective way to build government guidance, mainly farmers, community involvement. We hope that through theoretical analysis, case studies, problems and cause analysis, for rural public affairs governance systems research on the transformation of government functions, building multiple subjects involved in internet, construction of multi-subject cooperation mechanism, expanding public service mode and so on. And I will propose measures and recommendations to achieve rural public affairs on the rural public affairs governance.
