Research On Guarantee Mechanism Of Participation For Democratic Parties In Public Decision-Making

Modern politics are mostly party politics, and the influence of political parties on state power is increasingly profound. More and more political parties take on the public management functions of the government, which become the main body of making and participating in public decision-making. Public decision making refers to the public organizations make a series of activities including decision establishment, formulation, implementation and evaluation of public affairs, which in the process of public affairs management and public policy making and execution. In western countries, political parties get the power to influence public decision-making by taking turns to govern. In China, democratic parties participating in public decision-making through participation, democratic supervision and political consultation. Practice has proved that Chinese political consultation system is the expression of socialist democracy, and has a unique advantage. In the process of participate in public decision-making, democratic parties exert the talent intelligence advantage, promote the scientification and democratization of public decision-making. Meanwhile, democratic parties carry out a wide range of investigation and research, put forward original opinions on the complexity of the problems, play the role as good assistant to promote the economic and social development. Furthermore, they have strong sense of participation and responsibility, which help democratic parties become the external supervision of the decision maker.Under the guarantee of the constitution, and under the Chinese political party system, the democratic parties participate in public policy making actively and formed a set of working mechanism, which has achieved good results. At the same time, it also faces some problems, such as lack of specific legal guarantee and supporting system, lack of resource allocation, etc. In view of these problems, it is suggested that the legal guarantee should be established, and the matching system should be perfected, and so on.This paper mainly consists of five parts. The first part introduced the background and meaning of the research, then overview the current research situation of domestic and abroad. The second part introduces the theoretical basis. The third part is the study about logical structure of democratic parties participating in public decision-making guarantee mechanism. The fourth part is the research of the Jiusan Society Committee of Guangxi participating in public decision-making. The last part is the suggestions to perfect the guarantee mechanism of participation for democratic parties in public decision-making.
