Public decision-making is a decision-making activity that public decision-makersallocate public resources effectively to realize the biggest and the most reasonable publicinterests. Its essence is effective configuration of social resources and a new analysis ofsocial value. Therefore, it is very important for people’s public interests’ maintenance torealize the legitimacy of public-making decision and promote the process of scientific anddemocratic public decision-making.The paper, starting from the basic concept of public decision-making, analyzes themain body of public decision-making and proposes the concept that the democratic partiesis the special public decision-makers. The democratic parties participating in publicdecision-making is the institutional participation. It has the constitutional protection andconcrete system arrangements. The democratic parties, as participatory parties withChinese characteristics, performing the functions of political participation and democraticsupervision, play an important role in promoting the Chinese scientific and democraticprocess of public decision-making.The introduction in this paper puts forward the purpose and significance of the thesis;The first chapter introduces the relevant concept of public decision-making and the valuefunction of the democratic parties participating in public decision-making; Chapter2dissects the constitutional protection and institutional arrangements of the democraticparties participating in public decision-making; Chapter3makes a historical investigationof the democratic parties’ participation in public decision-making and analyzes concretelythe ways of the democratic parties participating in public decision-making; The fourthchapter, taking Jilin Province Committee of the Revolutionary Committee of the ChineseKuomintang as an example, has a preliminary analysis of the result of the democraticparties participating in public decision-making and indicates the difficulties they faced;Chapter5, focusing on promoting scientification and democratization of publicdecision-making, discusses how to improve the capability of the democratic partiesparticipating in public decision-making.
