Our country attaches great importance to the quality education of public servants, which often lasts all through their career. However, there’s much to be desired as for the behaviors of our public servants. And especially after the "Eight Regulations" of our central government, the group of public servants has increasingly become a focus of attention and debate. Negative reports about public servants can be seen almost every day in the news or on the internet.China’s reform at present has touched the deep-water area, and deep-seated problems continue to emerge and there will be more complex situations. In this case, how should the civil servants deal with pressure from work and life? How can they enhance the ability to control their emotions and will? How can they adapt to the changing surroundings and achieve their self-value? The answer is to strengthen the management of the emotional quotient.Besides the Introduction, this paper consists of four parts:Part One is about some definitions and theories concerning the management of public servants’ EQ, and a brief account of its necessity. Part Two focuses on the problems and constraints existed in the EQ management, and the constraints are explained from three aspects-emotional awareness, emotional expression, and emotional adjustment. Part Three analyses the successful measures taken by some developed countries which sheds light on the management of public servants’EQ in our country. Part Four presents the main countermeasures to strengthen the management of civil servants’ EQ:such as establishing the EQ management mechanism, improving the interpersonal relations, mastering emotional adjustment skills.This paper is tentative study in the field of civil service management by introducing "EQ" into the research of civil service management. Based on the vocational specificity and sensitivity of the civil servants, this paper confirms the quotient index in controlling of emotions, understanding of others’ emotions, and dealing with work and interpersonal relationships from the perspective of management.
