Today, the nation who can control the ocean controls the world. The administration and service of China Maritime Safety Administration (MSA) are critical to China’s control over the ocean, to marine exploration and the development of maritime economy. Against the backdrop of building a marine power and a service-oriented government, it is practically significant to study the maritime patrol and administration of China MSA, and strengthen our maritime administration and service.In introducing the development and model of maritime patrol and administration of China MSA, this thesis objectively analyses and evaluates the level of our current maritime patrol and administration, and points out such existing problems as notion of patrol, system of patrol, evaluation of achievements and efficiency, intersection of functions with China Coast Guard in patrol and law enforcement, insufficiency of law enforcement team in far-ocean patrol. The writer draws the experiences of US Coast Guard in maritime administration, employs theories of new public management, public economics and service-oriented government, and verifies the necessity and feasibility of enhancing maritime patrol and administration and strengthening services, and puts forwards the following views to better the mechanism of maritime patrol and administration, improve services, and conduct active exploration to build a marine power:strengthen maritime services through transforming ideas; improving patrol through integrating patrol resources; increasing the efficiency of patrol through establishing a mechanism for the evaluation of patrol; notion of framework of law enforcement personnel; improving the quality of maritime public products through introducing a mechanism for customer participation and market competition; and upgrading the level of coordination units in maritime law enforcement.
