It has been faced with serious economic and financial situation, since the establishment of The Central Soviet Area. Structural shortage of resources, long-term economic blockade and substantial damage of war, have severely limited the development of Soviet agricultural production, and thus hindered the forward development of the Soviet cause. In order to maximize the limited resources to supply the war, the Soviet Government has taken various initiatives. In the early revolution, " down with the local tyrants" became the main source of Soviet finance, which also helped mobilize struggle enthusiasm of the masses. When local tyrants were basically wiped out, collecting class progressive taxation, putting the financial burden on shoulders of the exploiters, became another way to supply Soviet finances. However, the number of landlords and rich peasants were limited, healthy finances should be supported by the general public. The dilemma was:under the revolutionary situation, Communist Party of China is the vanguard of the proletariat, Soviet government represents the interests of working people. There was no justification for taxing freely to the masses for the CCP and the Soviet, which were fundamentally different from the kuomintang. However, with the accelerated pace of the war, material demand became more and more urgent.To solve the theoretical and practical difficulties, the Chinese Communist Party turned to economic mobilization and launched a saving campaign calling for Soviet masses to support the revolution. Compared to the issuance of bonds and borrowing grain movement, saving campaign was not to save people’s spare cash and leisure food for the mobilization, but to call each of masses to tighten their belts. Besides basic living needs, the rest of the materials are encouraged to donate free of charge to organization, dedicate to the revolution, give everything to war.Based on the far-ranging propaganda and mobilization, saving campaign was implemented in the Central Soviet Area. All office personnel fulfilled this call and demonstrated in a fully positive attitude. The effect which we can know from demonstration and revolution competition was so effective that all people were stimulated completely. All the masses joined the team of " everyone save three bucket rice ". With this dedication, the saving campaign got great success and made great contributions to the revolution. The more valuable legacy from this movement is its spirit involved diligent and thrifty, hard work and plain living. From then on, thrifty became an important requirement in our party. Also, it became the excellent label for our party, and it was regarded as an character for us party member. Obviously, there have been some problems in the saving campaign. Under excessive revolutionary mobilization, the masses living even survival costs grew huge and unsustainable, a collective negative selection of the masses became a natural thing,a large number of people escape from the Central Soviet area.In addition, saving movement is a reflection of the Communist Party of class mobilization logic. Based on class analysis of the society, the party found the revolutionary dependents, allies and enemies.By jointing "friend" against the "enemy", the rapid development of the communist revolution occurred. However, the dichotomy of class mobilization often caused sharp opposition to class relations, and finally resulted in expansion of class struggle, it would seriously undermine the party’s mass base and influence the future of the revolutionary party. With the advent of anti-Japanese war, the party’s mobilization logic shifted to social mobilization from class mobilization.Under the guidance of the mass line, CCP achieved a common joint of each class.
