Study On The Construction Of The Service-oriented Township Government Under The Background Of New Rural Construction

Under the background of building a new socialist harmonious countryside, constructing the rural service-oriented government has become an inevitable requirement for the development of the reform. As the most grass-roots state organ, township government directly faces the masses and serving the masses. Because the township government stays at the bottom of the government level structure, the characteristics of its basic and social prominence stands out. Whether the township government can be smoothly transferred to the service-oriented government has become its challenge and requirement. It is directly related to the farmers’personal interests and the construction of the socialist harmonious countryside.There are many different researches about service-oriented government in China and foreign countries. Although each scholar has his unique opinion, on the whole, I think they all agree that the construction of the service-oriented government needs the government to get close to the masses and consider more for the masses so that they can achieve the goal of servicing them. The public service system of China’s township government so far has basically formed. The rural culture and education undertakings have developed rapidly. The way the government services the masses is in the process of continuous optimization. By further open of the government affairs, the sense of mystery and distance of the township government to the farmers is slowly decreasing which means the construction of the service-oriented township government has made some achievements. However, it is undeniable that, the existing problems are even more prominent contracted to its achievements. Such as the rural government is lack of the awareness of constructing the serviced-oriented government, so it has not built the concept of servicing the public. As the administrative system of the township government is not reasonable, so the quality of public service provided to the masses is not enough. As the township government’s work performance appraisal mechanism is still not perfect, so the ability of the township public servants to serve the masses also needs to be improved. In addition, because of the relatively backward of its social management methods, the township government usually does not very well in the affairs related to the farmers’interests. I conclude the reasons as below points. The ingrained of the official rank standard has hindered the transfer of the government public servants’behavior. The lack of the farmers’awareness of the participation in township government, they are not actively fighting for their own interests. The lack of the township government’s financial income makes the government does not have enough ability to provide public products and services. Besides the immature of the related theory, the reference material is also quite limited. By analyzing the issues and the reasons, I propose the related improving measurements. First of all, the township government servants need to build the public service concept. The government needs to positively reform the rural financial system and increase its financial income which makes the government has the ability to provide the farmers with the public products and services. By implementing the public service system and standard, the township government’s behaviors can be clearly measured. By strictly training and by building the mature government servants’assessment mechanism, the quality of the government servants can be improved. Most importantly, we need to improve the democratic mechanism of township governance.
