The Achievements And Problems Of Social Work Of N County, Anhui Province

The country’s stability is a basic prerequisite to the economic,social development. Only if the state, social stability, economic and social development are in good harmony, people can live and work in peace. Since the ancient times,whether it is ruled by man, or ruled by law, from the ruling way of governing the country with a variety of different national policies,we can summarize some wise governing ideas. Since the reform and opening up,the CCP(Chinese Communist Party) has made many explorations and attempts in the maintenance of social stability, and get some good experience, but at the same time, there are still some problems and deficiencies.To take the practice of N county in maintaining social stability as an example,we will analyze the positive effects and the negative effects of the methods to maintain social stability in the N county.Meanwhile, we will analyze the existing problems and and put forward some operable suggestions.The first part is the summary of research at home and abroad。We will take a look at social stability, research methods, general summary of the basic ideas and innovations from different point of view.The second part introduces the related concepts of ideas about the social risk, and the causes of the different risks from the social contract theory, Maslow’s hierarchy of needs theory.Service oriented government perspective provides a theoretical foundation for the risk of the current social transition period of our country.Also it has made the general classification, and explain the possible negative effects.The third part mainly introduces the social stability of working practice in N county, Anhui province.We put emphasis on the social stability work problems, the main results, and cause of formation existing in the current practice of N county. Through the effective stability work, N county government maintains social stability, which create a good external environment for the local economic and social development.While getting achiements in the stability work at the grass-roots level,they also strengthen the team construction of political science and law and integrated management.But at the same time, the stability of work also has some problem we cann’t neglect, such as high cost, ignore the grass-roots response, pressure of assessment, etc.The last part of the paper, is mainly to put forward some countermeasures and suggestions for maintaining stability in the grass-roots level.The first is to earnestly implement the basic strategy of governing the country according to law, to solve all the social contradiction embarked on the track of law. Only on the orbit of the law, people can have a stable expectation. Secondly, the government should change the concept of governance, the construction of service-oriented government. After all, the government’s aim is to serve the taxpayer. Only truly legislation for the public, law enforcement for people, serving the people by heart and soul, it does not produce the "official-citizen" contradiction. The third is to make public interest expression channels smooth. The fourh is to enhance the stability mechanism,all levels of government should know that individual incident will not affect the social stability, on the contrary, it is a necessary part of social stability. On this basis, the steady development of civil society, the social stability of governance are possible.
