Research On The Service Of Fujian Provincial New Generation Of Overseas Chinese

Large number of overseas Chinese is one of China’s unique advantages and important resources. With time flying, the old overseas Chinese gradually fade out the historical stage because of aging, which means China is entering into the era of new generation of overseas Chinese. Compared with the old overseas Chinese, new overseas Chinese present many new characteristics with profound changes taken place in their thoughts and ideology. They have more diversified wishes and demands, and find themselves out of their comfort zone when they return to Fujian Province. This, to a large extent, prevents the new overseas Chinese from adapting into life, work, and investment environment in China, and thus hinders the full play of their advantages. Overseas Chinese Affairs is all about people. The fundamental way to cultivate, protect and develop overseas Chinese resources is to insist on fellowship, service and guiding as the core of Overseas Chinese affairs. It is important and urgent for Overseas Chinese Affairs to adapt to the new changes and new characteristics, grasp new situation, connect new demands, contact and bring overseas Chinese together, answer questions, provide quality services and further protect the benefits of overseas Chinese.By using the theory of new public service and social resources and making theory and practice demonstration as the research method, this paper takes overseas Chinese as the research object and combines different research forms such as qualitative analysis, literature and questionnaire survey to analyze the new characteristics and developing trend of changes of overseas Chinese, and the incentive of their return to Fujian Province. This paper then summarizes the policies on the development and cultivation of overseas resources policy measures, the results and the existing problems of these policies, and explores how to improve services of Fujian province for overseas Chinese by comparing with advanced provinces and countries. This paper is divided into seven parts. Part one is the general introduction. Part two is relevant concept definition and theoretical basis. Part three introduces the new characteristics and trend of overseas Chinese in Fujian province and the influencing factors of their incentive to come back. Part four elaborates on the basic situation of new overseas Chinese service of Fujian province from four major aspects——-service subject, service process, service results and existing problems. Part 5 is Fujian service satisfaction survey and analysis. Based on the survey, this paper then conducts statistical analysis on the overall evaluation of new overseas Chinese for Fujian’s development environment and gets a general understanding of the problems that overseas Chinese face and their major service demands. Part 6 is the comparison with and learning from experience of advanced domestic provinces and overseas countries. Part 7 is countermeasures and suggestions on how to improve service for new overseas Chinese. Based on the principle of equally valuing new and old overseas Chinese and paying equal attention to domestic and overseas work, it is suggested to set up the view of overseas Chinese affairs, strengthen the consolidation of resources, realize the sharing of resources, create a good comprehensive environment for the development of overseas Chinese, broaden the service channels and provide more extensive service for the new overseas Chinese, focus on the deep needs of new overseas Chinese and to conduct investigations so as to further unite and mobilize the power of overseas Chinese.
