Research On The Establishment Of Eco City Under The Mode Of Political Tournament

A great number of researches show that it is the strong local officials’incentive effect, under the economic growth-oriented political tournament mode, that has played an important role in the past 30 years economic development since the Opening-up Policy. Through the pressure transfer and competition mechanism, the local officials at all levels are greatly motivated to work on the public infrastructure, public services and livelihood fields so that significant progress of relevant fields has been made. Meanwhile the incentives distortion of the multi-level political tournament mode and the conflicts between the system design and the policies carrying out at grass-roots government level bring many negative influences as well. Although the political tournament mode, as the government incentive mode, has its own defectives, there is no denying that it has the strong incentive effect. And with the lack of comprehensive incentive mechanism and great force to reform the government system, and the need to enhance the further government reform in order to pry to move the comprehensive reform, to improve the political tournament mode is an accessible way.This essay, taking A county-level city for example, pursues the research of establishing the Eco City under the political tournament mode. In general, the essay has five parts:the first part mainly deals with the research background and significance, the relevant academic research achievements and the research thinking, framework and way. The second part clears the political tournament mode definition, evolution, prerequisites and incentive effect, analyses the negative incentive of the current political tournament mode during the government functions transforming and introduces the territorial administrative contract system. The third part summarizes the basic situation of eco A City’s setting up, emphasizing the general achievements during the process. The fourth part further analyses the three positive incentives of establishing the eco A City under the political tournament mode:rev up the incentives gradually, accelerate the infrastructure, and optimize the construction index step by step; points out the three typical incentive distortion during the process of establishing the eco A City:conspiracy between upper and lower levels, drag the heels among the same levels, and a complete contrast to the original objects and analyzes the reason behind the distortion; correspondingly analyzes the on-site assessment superior system and the coping strategies of the subordinate system established by the eco A City, pointing out the still existing problems such as ambiguous and asymmetric information; on the basis of observing and pondering over the on-site assessment, puts forward three unofficial operating "hidden rules" and positive influences as well, leading to the key problem---one-sided incentive system. The fifth part, directing against the existing problems of political tournament mode, puts forward the improving suggestions for the set political tournament mode from the four aspects, with regard to the progress and effect:build up the balanced incentive structure, carry out the reasonable incentive system, design the sensible examination system, and improve the supervision system. And it initially explores such government reform ways as local decentralization, political tournament, financial system.
