The Training System Reseaech Of Sichuan Prison Policemen

Sichuan prison system as executing criminal punishments, public administration of the communist party of China and the state, undertaken the punishment and reform of prisoners, reduce and prevent crime, maintain peace of Sichuan province. It is the most important final barrier for safeguard social fairness and justice in the public sectors all of other industries which do not have special effect. Since the18th National Congress of the Communist Party of China, the CPC central committee the Political and Judiciary Commission and the Organization Department of the Central Committee of the CPC, the Justice Ministry, as well as Sichuan Provincial Party Committee are even to strengthen the construction of the civil servants and team of policemen to a higher standard requirements. The 4th plenary sessions of the 18th National Congress of the Communist Party of China proposes promoting the rule of law and deepen the reform of the judicial system. In 2014, Sichuan Prison System puts forward the goal of construction of "Four Type of The Prison", that is rule of law, peace, information and culture. Moreover, prison standardization and normalization management become a new mode jail management. Prison system reform and prison layout adjustment are promoting out of the whole province extensively. On the other side, mobsters constitute has new changes, the regulatory task is getting heavier, transformation means demands higher range, more and more social expectation has produced. To complete the above tasks, nearly twenty thousand prison policemen’s qualities determined Sichuan Jail Revolution is success or not. Therefore the urgent task is a team of policemen with high political quality, professional quality and superior responsibility, who will be service to Sichuan’s prison system. In recent years, Sichuan Prison system attaches great importance to the work of jail policemen training so that to change the status, and has got some achievements in terms of team quality promotion and law enforcement ability promotion, but training pertinence is not strong and the poor effect become the consensus of basic unit of jail system and the jail policemen.In this paper, we analyzed Sichuan prison system’s existing problems in policemen training system and the reasons through questionnaire investigation and informal discussion with grassroots jail policemen, along with analyzed prison system the existing training system structure of the policemen of Sichuan jail system, including the principle of training, training content, training institutions, training system, training methods, training needs, systems of training evaluation and training motivation, training funds, training teachers etc. At the same time, the paper learned from the United States, Australia, Singapore, Hong Kong SAR and other prison staff’s training experience, with the help of the theory of training needs and training evaluation, to put forward the improvement of countermeasures of Sichuan jail policemen training system. First of all, is to make up the principle of policemen’s training which is suitable in Sichuan Province, the second, is to improve education training organization in Sichuan jail policemen system, the third, is to complete education training mechanism of training system in Sichuan jail policeman, the fourth, is to reconstruct education training system of Sichuan jail policemen, the fifth, is to build a evaluation mechanism of training system of Sichuan jail policemen,the sixth, is the think of the change from passive training into active training of Sichuan jail policemen.
