Research On The Problems And Countermeasures Of Zhangjiagang Free Trade Zone’s Resettlement Community Follow-up Management

Resettlement community is a kind of community essentially. However, it is different from the commercial residential community. It is a kind of special community formed by the demolition of farmers. As the main using body of the dismantling and settling houses are farmers, the traditional ideas make them not willing to pay the management fee and set up a property management organization. Effective haematogenous mechanism has not been formed for the management of resettlement communities in the political level. Therefore, the management standard and behaviors of resettlement communities are poorer than those of commercially owned communities. Some even don’t have realty management organizations. Part of resettlement communities are open with potential safety hazards and the security of the residents are not guaranteed. In practical terms, as Zhangjiagang free trade zone is located in Yangtze River Delta Economic Zone, and the development of industries is rapid, the government’s expropriation of land is relatively more. Dismantling and settling residents of towns are common, and most of the relocation households have 2-3 dismantling and settling houses. Therefore, the integrative management of resettlement communities is a widespread and urgent problem which needs to be renovated.This paper analyzes the current management mode and the allocation mode of fund sources in detail through illustrating the current development situation and management mode of resettlement communities in Zhangjiagang free trade zone. As a result, the existing problems of resettlement communities in Zhangjiagang free trade zone are summarized, which could be concluded as follows. Population management of resettlement communities is not perfect and separation of residents and houses is serious. Basic public service facilities are lacking and there is still not a complete set of management standards for most of the new-built small high residential buildings. The ideas of farmers have not changed in the process of rural life to community life and the qualities of resettled farmers are not equal. The management cost is too high and the fiscal expenditure increases year by year. Aiming at these problems, deep analysis is carried out from three aspects of planning, policy and ideas and it is found that less planning, deficiency of policy and not enough idea leading are a series of important reasons which lead to the problem.Aiming at the existing problems of resettlement communities in Zhangjiagang free trade zone, a series of optimized strategies are proposed. Scientific planning should be carried out in two aspects of the whole and the monomer. Relevant policies of the management of settlement houses should be improved, especially community control system, land expropriation and relocation system and separation system of residents and houses. Efforts in publicity and education of resettlement communities should be strengthened to improve self-happiness of community residents. Community autonomic organizations should be cultivated to improve the organizational degree of community management. Input and output mechanism of resettlement communities should be innovated. On one hand, haematogenous projects should be created to alleviate the pressure of money. On the other hand, the fund use should be standardized and appraisal mechanism should be strengthened to make evey point of money into good use.
