Popularizing-law is a general name for the government for the public rule of law popularization of knowledge work and activities collectively. The aim is to enhance public awareness of the rule of law, the ability to handle affairs according to law and build good rule of law order. With China’s rapid economic and social development in recent years, popularizing-law gets more and more attention. The Fourth Plenum of the eighth session of the Communist Party of China in the CPC Central Committee on promoting the rule of law in certain major issue decision" proposed, insist on the principle of "the national law popularization and abiding by the law as a rule of law on a long-term basis", pointed that the legal work in the construction of rule of law is very important and development direction in the future. How to popularizing-law, spreading popularizing’s knowledge to the social public more effectively, Strengthening the people’s awareness of the rule of law, forming a good atmosphere for the rule of law in the whole society, using rule of law of to make economic and social development become better, has become an important issue we are facing.For a long time, due to the work of the public and special characteristics, popularizing-law as a government services has been dominated by the government. At present, affected by the performance evaluation oriented, evaluation subject scope narrow, assess the way is single, evaluation weight set unscientific, appraisal target is difficult to quantitative analysis of the factors, popularizing-law evaluation system is too weakness to make the work of rapid development. Therefore, to explore and establish a scientific and effective evaluation system of legal work performance is very necessary.This paper mainly to legal work in J City in recent years, the implementation of the performance evaluation system as the research object, from the legal nature, characteristics and goals of combining public administration performance evaluation theory, the original performance evaluation problems existing in the operation of the system to carry on the research analysis, put forward the conclusion of the study and solve measures, design performance evaluation index, set up new performance evaluation system, provide guidance for future J City law popularization work of decision-making, comprehensive benefit evaluation, promote research process of law popularization work of performance evaluation.It is proposed that the level of utility evaluation analysis, this research is mainly divided into six chapters. The first chapter is the introduction of research background, method and path for review; the second chapter is the theory foundation of the core concepts are clear and defined. The third chapter is the J City legal evaluation system J is the work of legal system existing problems. The fourth chapter is the performance evaluation system, clear the new performance evaluation system construction process and principles. The fifth chapter is the work of legal performance evaluation system application and example analysis to build a new performance evaluation system. The sixth chapter is the suggestions and Countermeasures of J City Law Popularization work performance evaluation system improvement suggestions, summarizes the research process and important conclusions.
