Lucheng administrative real estate is of large quantity and has considerable value. How to manage these assets and explore a set of effective measures for the basic-level government regulation has something to do with local state-owned assets value maintaining and the cultivation of clean government. These measures can also provide a reference for other counties.This paper adopts literature research, comparative analysis, case study method and inductive analysis methods to study the topic. Firstly, this paper explains the concepts of non-operating state-owned assets and operating state-owned assets and other related concepts, such as public goods, principal-agent relationship, game theory and property rights. It also summarizes the research status at home and abroad. Secondly, by literature survey, data verification, field study and market research, the present situation of administrative real estate regulation in Lucheng is analyzed. Problems of unclear registration, non-standard disposal, lack of overall coordination, corruption, and insufficient value maintaining are pointed out. Causes are analyzed by using the theory of public management and economics. Finally, drawing lessons from the domestic and foreign advanced practice, taking into consideration of the reality of county level-government regulation, countermeasures and suggestions are put forward, such as unified regulation, comprehensive census of the real estate, building municipal public lease platform, implementing centralized revenue management, and setting up administrative business real estate operating companies.
