The county-level state-owned enterprises in the restructuring fails, regulatory difficultiesposition. Rental program of state-owned assets enterprise and owned Assets Supervision andinstitutions are not yet determined their respective rights and duties. From the State-ownedlaw and the provisions of the Companies Act, the County’s state-owned enterprises belongingto the state-invested enterprises, law, should follow the law of the state-owned assets and therelevant provisions of the Companies Act, as a representative of the Government withoutprejudice to the rights and interests of the investor under the premise of the right to operatestate-owned real estate for rent, enjoy autonomy of decision-making power, but limited by theinvestor to participate in major decisions. Under the regulatory authority of the state-ownedassets in the funded status of the premise, not to interfere with business to be leased decisionsmade by state-owned real estate in accordance with legal procedures, the use of a variety ofinterests, and thus enjoy the investor can indirectly on the decision-making of the state-ownedreal estate rental and program do its investor should do, in order to safeguard the interests ofthe investor. State-funded enterprises and owned Assets Supervision and institutions not onlyto fulfill their respective responsibilities in the process of state-owned real estate for rent, butalso need to give some protection to the interests of the original lessee.This article from the case, mainly to explain the contents of the following sections:The first part of the business of the state-invested enterprises permissions and ownedAssets Supervision and institutions, regulatory permission analysis for case supervision overenterprises owned Assets Supervision and if the institutions do.The second part is a summary of the first part of the analysis, spread to owned AssetsSupervision and agencies regulatory authority to take effective measures for enterprises, onthe other hand is how to ensure that the operational autonomy of enterprises.The third part is to discuss the state-funded enterprises and owned Assets Supervisionand institutions outside the third person-the original lessee’s interest, to discuss the originallessee is entitled to priority to rent.
