The system of public servants, which originated earliest from western countries, is a crucial part of the government personnel administration system. The system of public servants is not only a indispensable tool and method to accomplish the nation and government mission, but an important carriers to achieve its value goal. Apart from these, it is also a specific embodiment of the legitimacy of the government. With the development of society and progress of times, traditional personnel administration system in China has been accompanied by some defects, which can not meet the needs of new period development. That being case, based on the actual conditions in our country as well as gaining other countries’ experiences, our country issued “Temporary regulation of Civil Servants” in 1993 and officially issued “Civil Servant Law” in 2006, which means the system of public servants in our country started to mature.With the development of the civil servant system, the comprehensive quality of civil servants in our country is improving, ranging from the ideological and political quality to personal ability to work. Currently, our civil servants tends to be younger and increases day by day. Young civil servants, as an essential part of public servants, have rich knowledge base, quick minds and high enthusiasm for the work. They do make contributions in their respective jobs. With the beginning year of “13th Five Year Plan”, the intensity of reform and the depth of the transition from the old system to the new is unprecedented. So it is young civil servants’ duty to shoulder historical missions and realistic responsibilities.However,on account of the inefficiency of young civil servants’ ideological and political education and the influence of multiculture and complex environment, their ideological and political quality starts to have some common problems. For instance, the lacking of firm ideal and faith as well as aim awareness, the instability of psychological quality.As fresh blood of public servants, the low and high ideological and political quality directly affects China’s democratic political development and social ecology operation, also, determins the image of Party and government. Hence, researching to the ideological and political problem of young civil servants and offering corresponding measure and advice possess both theoretical and realistic significance.Four parts will be studied with targeted research in this thesis. First of all, according to the related information and research achievement, limit the age range of young civil servants and point out the ideological and psychological charactristics.And then summarize the relative concept and specificity of ideological and political education. Secondly,summarize the status quo and find out the existing deficiency of young civil servants’ ideological and political education and quality through early accumlation. Thirdly, analyse the reasons, mainly from the problems existed in carring out and the influence of multiculture as well as complex working condition.Finally, seek solutions to strengthen young civil servants’ ideological and political education from five prospectives including building the educational main bodies’ comprehensive abilities, improving the self-education capacity of young civil servants, strengthening education carriers’ construction, creating a good educational enviornment, perfecting the educational management and assessment mechanism,which can provide a reference and give help for the realistic subject.
