Food and safety come as the first. The safety of food is the foundation and guarantee for people to survive. It has been a significant task for governments at all levels to make effective supervision in food industry and build a comprehensive credit mechanism.As an emerging and effective mechanism,the food safety mechanism of blacklist has been widely concerned by the whole society.It is related to multilateral benefits,not only is the food safety included,which is extremely cared about by the people,but also the economic benefits of the food producers and dealers are undermined.Therefore,the food safety mechanism of blacklist is of great importance.It is the intrinsic requirement to protect people’s rights,the important guarantee to build credit system and the responsible methods to improve food safety,besides,it will make great effects in maintaining the safety and stability of the food market and helping the government regain public trust.However,at the theoretical level,educational circles have not reached an agreement about the connotation and quality of this mechanism.The article below focuses on the characteristics and content of the food safety mechanism of blacklist and deeply analyses its properties including administrative punishment,administrative enforcement,and administrative publication, but none of them can compose the mechanism alone,so it can be classified into administrative behavior.However,administrative authorities take various measures to announce the blacklist of which the content and procedure are also different,leading to multifarious results and even jeopardizing the proper benefits of the administrative counterparts.In the light of this,the author managed to summarize mainly on the plights and resolutions of the food safety mechanism of blacklist.In our state,the legislation hierarchy of the food safety mechanism of blacklist is too low to give a standard norm to local government to follow.The subject of publication and the content are obscure so the effect discount is obvious.The procedure of publication is disordered, which may harm the proper rights of the counterparts.In addition,the channel and plat of publication is imperfect and public recognition degree is low and the relief mechanism is defective so that proper rights can not be guaranteed. Therefore,the suggestions of the author are that we should improve related legislations,unify subjects and content of publication, strengthen the control of procedure and unify the publication plat and promote relief mechanism to provide academic gists and reform and innovation ideas for the protection of food safety,hoping that all of this can help the development of the mechanism and consolidate the power of administrative authorities.
