The Practice Research On County Rural Construction Since The New Century

The Fourth Plenary Session of the 16 th Communist Party of China Central Committee put forward the task of “Strengthening social construction and management as well as promoting the innovation of social management system ”. The18 th CPC National Congress proposed to make ecological progress and incorporate it into all aspects and the whole process with Chinese characteristics of advancing economic, political, cultural, and social progress, work hard to build a beautiful country. The 18 th CPC National Congress put forward to “Strengthening social construction by improving people’s livelihood and innovating management”, which reflected the attention of CPC to social construction. However, we should have clear lines that social construction is still weak part in the course of the building of socialism with Chinese characteristics in full scale. Grass-roots social construction is the weak part of the overall social construction. Therefore, it is very necessary to strengthen the grass-roots county social construction.In this paper, positive analysis method, interview method and data analysis method are combined to make an overall grasp and individual survey on grass-roots county social construction based on former scholar’s studies as well as close connection with reality of Chinese grass-roots county social construction. To begin with, the paper clarifies the related concepts and reorganizes the origin of thoughts of social construction including the social construction thoughts of Marxism, Chinese Communist Party and western society. The development of two stages of Social construction should be strengthened according to the principles of “pursuing economic development as the central task” and “focusing on the livelihood of people”.This paper intends to introduce the practice of Chinese grass-roots county social construction. Taking the Wei County of Hebei Province as an example, the paper aimsat making case analysis of the grass-roots social construction since the New Century.Based on the analysis of its current situation, this paper intends to summarize the experience of the social construction of Wei County, including: government leading is the key; legal system building is the support; making overall plans and taking all factors into consideration is the guarantee. This paper also discovers the main problems: relatively small investments in the rural areas; low quality of personnel and ignorance of social management. This paper also analyzes the reasons of problems of Chinese grass-roots county social construction. The reasons are as follows: first, the way of thinking of “pursuing economic development as the central task” weaken the consciousness of social construction; second, lack of attention on the social construction talents; third, “urban rural dualistic management structure ” resulted in imbalance of public products supply; fourth, social security system of our country is still imperfect. Finally, based on the problems and reasons reflected in the Chinese grass-roots county social construction, this paper proposes the corresponding countermeasures and suggestions: adopting effective measures to protect and improve the grass-roots livelihood; promoting the talent construction at the basic level.building the scientific social organizations. Promoting the innovation of dynamic system of grass-roots social construction; promoting social management innovation.Since the new century, with the focus on improving people’s livelihood,Communist Party of China has been carrying on the county social construction and continuously meet the people’s actual needs, which promoted the overall development of grass-roots county social construction. However, there are still certain outstanding problems and shortcomings to be further studied and solved. Only in this way, can the grass-roots county social construction be promoted and the aim of building a well-off society in an all-round way be fundamentally promoted and realized.
