| China’s current "leading cadres’ personal item Report" system that requires officials over the county &department level, as well as the relevant leaders from organs and state-owned enterprises with the management referring to civil servants fill the form to report their properties, and the officials below the county level, such as the basic organ, country, or sub district community, as well as many general office staff with public authority from enterprises and institutions referring to civil service management are excluded. The decision of our administrative leadership system in ‘bureaucracy’and ‘head responsibility’ from our administrative organs, together with the forward and downward movement of our administrative powers have made low level administration organs, enterprises and institutions subject to corruptions. Regardless of the ranks, the persons in charge of these low-level bodies, which have certain administrative discretion, are often trapped in ethical dilemma caused by ‘interest conflicts’. They need a mechanism to get out of the dilemma, strengthen self-discipline and overcome the temptation.The current situation in our country makes it essential to supervise the public officials on posts with possible ‘interest conflicts’.Meanwhile, The current all sectors of our society have insufficient awareness on “interest conflicts ", public officials have low recognition ability on “interest conflicts†and weak awareness in self-discipline and self-avoidance in face of “interest conflictsâ€,so it’s urgent to make promotion and education throughout the whole of society.Viewing other countries and regions globally, the property disclosure system for public officials in many nations have effective measures to prevent ‘interest conflicts’, and some mechanisms are designed especially for ‘interest conflicts’. Therefore, referring to other nations’ experiences and in the view of ‘interest conflicts’ prevention, this article proposes some constructive advice on the evaluation &design of the construction of property disclosure system for public officials, e.g.: by the specific performance of the ‘interest conflicts’ in the current society, itis recommended to redefine the reporting contents and bodies, break provisions in the existing system that reporting bodies should be determined in accordance with the of the civil service administrative levels, include all public officials on posts with potential‘interest conflicts’ and implementation of "full declaration&targeted being public" for staff from these positions.In addition, the difficulty in policy implementation and bad implementation effects are also the issues troubling China’s current property disclosure system. The reasons may include: firstly, the lack of specialized management agencies, multi-sector cooperation has procrastination and shirking and the prolonged administrative chain leads to a long period; another reason should be the high administrative cost in the reporting and auditing aspects, which makes the verification on the reporting and application just in random sampling rather than a must, therefore many public officials have fluke minds for the lack of authority. For these reasons, this article innovatively introduces the "flat" management model commonly used in market management to replace the hierarchical pyramid model,utilizes information technology platform and big data management tools to set up an information management platform with self-service reporting capabilities, which could turn the reporting information for audit into public goods; purchase big data service, realize an open automated processes for reporting, audit and feedback with automation &integration, save the administrative time and labor costs reduce man-made interferences and balance the collaboration among departments. |
