Research On Gridding Social Service Of Gulou Distric,Fuzhou

In recent years, cities nationwide are gradually implementing community grid service. According to the current operation, Community Grid service is flat, meticulous and scientific, exerting a positive effect on community management. But at the same time, there are also some problems and difficulties in the actual operation of the grid that affect its further development and have become a prominent part of the work of our Party and government as well as the focus of academic research.In this topic, the author selected Gulou District, the core district of Fujian Province as the research object, comprehensively applied research methods like literature study, questionnaire and comparative analysis, to understand the status of Community Grid service condition in this District, evaluate and analyze bottlenecks and problems facing the fieldi, and, from the reality of Gulou Distric, proposed applicable countermeasures targeting the improvement of the service in Gulou Distric.This paper is divided into eight parts:The first part mainly explains grid social service legislation and significance of the topic, briefs on the literature review at home and abroad, introduces the present research ideas, methods, content and innovation; the second part defines the core concept of grid social service, such as communities and community management, grid and grid community, grid management, elaborates on the community governance theory, seamless government theory, delicacy management theory, flat management and other theoretical contents; the third part introduces the current operation of grid social service in Gulou District, including community grid settings, organizational structure, main work and the main effect, at the same time; the forth part were distributed 200 questionnaires in Gulou District 10 pilot communities, for people in the community randomly, to comprehensive evaluation and analysis on the quality of grid social service in Fuzhou’s Gulou District by means of questionnaire;the fifth part is make a comparative analysis of domestic pilot city districts, mainly highlight people-oriented, resource integration, convenient and efficient full service; the sixth part summarizes problems in the operation of grid social service of Fuzhou City Gulou District such as the poor effect of the new managerial ideas, poor coordination among departments, lack of experts on the grid and bugs in the system platform, Grid data resources to be inegrate; the seven part theoretically proposes suggestions on optimizing the service, which is to establish a people-oriented service concept, arrange grid functions and coordinate in the innovation management, building of grid teams which could provide full service, updated and debug the grid system platform regularly, strengthen "the era of big data" the integration of resources; and the eighth part is the conclusion of the whole paper and analysis of shortfalls.
