Research On Functional Departments Conduct Boundary In The Administrative Process

At present, China is in a critical period of social transition. In reviewing the past years of development, the old administrative system did play an important role in promoting social development while it is also increasingly exposed with a lot of problems especially in that the administrative behavior boundary is blurred: duplicated functions, administrative inefficiencies caused by the absence and offside phenomenon, intersectoral vicious competition, and buck-passing phenomenon. All these problems lead to the waste of administrative resources and the weakening of administrative functions. Moreover, it undermined the government’s image in the eyes of people. Thus, it is an important issue for our government to scientifically and reasonably divide the behavior boundaries of administrative functions.Over the years, our administrative reform has experienced a cyclic process of complex to simple and simple to complex. Our government made great efforts to find problems from its own parts while a series of deficiencies still exist. One of the major reasons is that the behavior boundaries of administrative functions are not being reasonably defined which results in unscientific administrative system. In deepening administrative reform process, the functions of the executive branch should be properly delineated so as to realize the purpose of inter-departmental coordination mechanism of sound to the functions of the executive branch, defining a reasonable starting from economic and social development, and a reasonable division of the executive branch functions as a perfect point of integration between the executive branch and the starting point with the system, and enhance the synergy between departments, scientific planning administrative department resources to continue to standardize administrative functions boundaries. Therefore, within the framework of the administrative reform, considering the historical experience of Western countries and the method of dividing the boundaries of administrative functions, promoting administrative reform, improving administrative service capabilities, building a scientific and efficient government service and reasonably dividing the administrative boundaries are of great significance.This paper highlights the functions of border demarcation issues from the point of food safety regulatory functions of the cut in the administrative process, summarizes the status of the administrative boundary among administrative functions, and analyzes the reasons for the existence of the problems, taking the current political situation of China into consideration.
