The Text Research Of The Approach Of Implementing Of A County Government′s Administrative Functions

The government generally perform administrative functions by forms of documents and meetings, these two forms behind it reflect the idea of “rule of the file”. Whether documents or meetings, the government decisions ultimately are spirit embodied in the form of text files. In other words, the executive functions of the government will eventually have to be reflected by the spirit of the document, standard file systems and document system plays an important role to the realization of the administrative functions.While the government perform its functions always exhibit a certain rule or logic. In recent years,some scholars quote the concept of "administrative calendar",which is educed from a case study on Beiyuan town by Liu Neng, can truly reflect the regularity of the government’s work.Researching approaches to the implementation of the government administrative functions mainly reflect the means and methods of the government "what should do", "how to do" and "how about doing".This study takes the legitimacy of the policy file which respectively printed and distribute in the name of “Huicheng-government” and “Huicheng-government-office” during 2010-2014 as the object of study.Writing by means of Explanatory research,and through the methos of field research,text analysis and interview, it will use the three dimensions of natural sequence analysis, narrative sequence analysis, strength sequence analysis to start text description and exploratory analysis.And then it will comb the basic context of administrative calendar of the Huicheng District government in five years,just to analyze a district-level government legitimacy policy document process, basic content and implementation effect, etc.The study trying to show up the abstract government functions,and clarify the process and the way to achieve administrative functions of the district government based on administrative calendar.The study has not only explored some characteristics when the district-level government achieving its administrative functions,but also revealed some of the relationship between the implementation of administrative functions and administrative calendar.Therefore,it is contributed to expanding and extending our understanding of the relevant theories of government administrative functions.The study founds that the legitimacy of policy documents can basically reflect the actual functions and priorities of the government.Besides, the timeliness and regularity which embodied in these policy documents,can prove that the functions of the government has the characteristics of administrative calendar in the process.It can found that,by comparing the government work reports of the Huicheng District government and the results obtained from the interview,the contents of the government work report are highly consistent with the legitimacy of policy documents.This government takes the focus and center of work lies in the economic function and social function aspects.But as the area under the jurisdiction of the district government,the functions of land resources, planning and construction which belong to its social affairs are restricted.Through the analysis can predict some rules of the county government by exploring the relationship between the administrative calendar amd the implementation of administrative functions,those can provide certain reference value for the follow-up study of the administrative calendar and the implementation of administrative functions.
