A Study On The Strategy Of China’s Public Diplomacy With Peripheral Countries

With the deepening of globalization, the interdpended relationship between countries are further strengthened. The increasing advocation of building a community of common destiny have pushed countries to compete with each other on hard power as well as the soft power. As the most effective tool of a country’s diplomatic activity, public diplomacy has becoming a indispensable part in the agenda of a government in dealing of foreign affairs. Periphery diplomacy holds a strategic value to China in aspects of geographic position, natural environment and mutual- relations, President Xi Jinping once emphasized in the "Symposium of periphery diplomacy". Public diplomacy has playing an special role in China’s periphery diplomacy and it gradually becoming an important part in Chian’s relationship with it’s neighboring countries in the big picture. In the view of public diplomacy, studying of China’s public diplomacy with neighboring countries, finding out the developing status and existing problems will help to illustrate a general trend of China’s relationship with neighboring countries to the public and it also help to bring up new methods of solving existing problems.The author applied the dialectical materialism and the historical materialism to practice, applied the theory and methods of the discipline of International relations and extracted some practical research methods from disciplines of History, International communication, Sociology as reference. By using the methods of Interdisciplinary research, literature research and historical research, by adhering to the combination of theoretical research and empirical analysis, by adhering to combination of historical research and current situation analysis, by summarizing and drawing lessons from the previous research results, the author did a comprehensive research on the existing problems and the root causes on behind about how China operating it’s public diplomacy to neighboring countries.Based on the new development and changes of public diplomacy research domestically and abroad, the author has organized the main structure of this paper in four parts:First, demonstrating the intension and form of public diplomacy to fully understand related theories; Second, clearly define the scope of China’s neighborhood, fully recognise the importance of these neighboring countries, generally depict the historical background and context of China’s public diplomacy to it’s neighboring countries. Third, analysis the achievements, existing problems and the causes on behind to illustrate the current status of China’s public diplomacy toward it’s neighboring countries. Fourth, find a general development approach of China’s public diplomacy toward it’s neighboring countries based on the deep analysis of subject, object and awareness of periphery public diplomacy.Chinese government have done tremendous work, relevant policies have been made up and implemented, these all prove that China has put public diplomacy in a critical position. By continually exploration and practice, China effectively optimized it’s international reputation, this great achievement has caught attention around the globe. However, in the meanwhile, we should fully aware that outside pressure, developing circumstance and self-defects remain as factors which keep troubling China’s periphery public diplomacy.
