Abstract/Summary:
In the Twenty-first Century,public diplomacy,as a new type of diplomacyaffecting foreign publics and foreign policy, has caught redoubled attention fromvarious countries in the world whether in theory or in practice. Facing the internationalpublic opinion pressure, China is conducting public diplomacy through communicationand interaction with other countries in the world, trying to strengthen the awarenessand understanding of the public around the world to China. The study of China’spublic diplomacy strategy has the important theory value and practical significance, tobuild a good national image, enhance the soft power of China and create a goodinternational environment for China’s peaceful rise.The dissertation includes the introduction, body and conclusion. The body pointsout China’s urgency of developing public diplomacy through the analysis of theinternational situation, analyses of the strategic objectives of China’s public diplomacyand the overall strategic layout and puts forward the constructive suggestions afterevaluating the China’s public diplomacy.Chapter One: The Strategic Position China’s Public Diplomacy. The dissertationanalyses the background of public diplomacy in talent showing itself from traditionaldiplomacy and compares public diplomacy with traditional diplomacy. The dissertationdefines the concept of public diplomacy and clears the connotation, extension andfeatures of public diplomacy and public diplomacy. The dissertation analyses the international situation confronted China and points out the necessity and urgency ofChina’s developing public diplomacy.Chapter Two: The Strategic Goal of China’s Public Diplomacy. Public diplomacyis a new type of diplomacy which effects another country’s domestic and foreign policythrough the influence of its public opinion. Public diplomacy is indirect andbidirectional. Public diplomacy goals can be divided into three levels, which is aprogressive process. The first objective is to guide the foreign public to correctcognition of China and guide China’s public to understand the international situationand China’s diplomacy, then to create good social basis of internal and external policy.The second goal is to create a good image of China based on domestic and foreigngood perception.The final goal is to promote international social cognition andidentity of China.Chapter Three: The choice of strategic model of Chinese Public Diplomacy. Thesubject and the object of public diplomacy are broader compared with traditionaldiplomacy. The implementations of a variety of ways generally can be divided intothree categories. One is the strategic communication mode. This mode introducesChina’s domestic and foreign policy mainly through a variety of news media andemerging technologies, makes the major domestic and international eventsannouncement and strengthens dialogue and contact between nations, including thinktanks, elites and academic groups. The second category is the crisis management mode.This mode builds a good national image by dealing with international crisisemergencies. The third category is the cultural diplomacy model. Through nationalcultural diplomacy, this mode delivers China’s culture, enhances China’s culturalcharisma and attraction and boosts China’s soft power.Chapter Four: The global Strategic position of Chinese Public Diplomacy.China’s public diplomacy faces three major types of countries and is carried out with different focuses. According to the difference of the diplomatic orientation amongChina and other three kinds of states, this thesis analyses the achievement andlimitation at the present time,and put forward some relevant advices about the Chinesepublic diplomacy.Chapter Five: Strategic Assessment of China’s Public Diplomacy.China’spublic diplomacy has achieved remarkable results as well as many problems. Strategicassessment of China’s public diplomacy can clarify the relationship between input andoutput, find the factors of success and failure and adjust the corresponding publicdiplomacy strategy timely. This dissertation investigates the effectiveness of publicdiplomacy from its visibility, reputation and recognition. Then this dissertation sumsup the characteristics of China’s public diplomacy and puts forward targetedsuggestions.
