Research On The Decentralization In The Current Transformation Of Government Functions

With the deepening of the reform and opening up the socialist market economy, our government is also constantly looking for the ways of political reform to promote the change of government functions. The Third Plenary Session of the 18th Central Committee determined our country’s overall goal of deepening the reform that is to improve and develop the socialist system with Chinese characteristics, promote national governance systems and modernization.The reform of political system has been a major topic among the theoretical workers in our country. Along with the development of The Times, the functions of the government’s position is becoming more and more important, the government must carry out the way of theory innovation, system innovation and management innovation. And these innovations have been carried out for seven times since 1982 institutional reform in order to adapt to the economic system reform as the breakthrough point, making the government play a positive role in the economic and social development, maintaining the authority of the government, and improving the government’s credibility. The new government delegated the decentralization move, carried out drastic reform, and achieved remarkable results as the upper hand, which achieved remarkable achievement. However, the reform is not plain sailing and there may be some problems during the process of reform. Our country is in deep water areas and critical stage of reform, so how to continue to promote decentralization to achieve much more effectiveness, meet people’s expectations, make it adapted to the development of socialist market economy system and the complex and changeable international situation has become an important issue, which makes our country to set up a clean and efficient service-oriented government.In this paper, the subject of the new era of decentralization conducted a comprehensive study by using the latest research results of a scientific theory. And it is divided into four parts altogether:The first part mainly explains the concept of transformation of the government function, illustrates the process of political system reforms, the connotation and the significance of decentralization, and discusses the current dialectical relationship between decentralization and transformation of government functions.The second part, according to the situation of the reform of the current system from institutional settings, devolution and distribution of the power, I specifically analysis the achievements and discuss the existing problems from the department function, department coordination, decentralization, regulation and resistance.The third part mainly analysis of the causes of these problems, including institutional constraints, restrictions and acceptance capability of the local government interests factors.The fourth part put forward the specific suggestions that the government continues to decentralization from the start of promoting a deeper level of decentralization of development, mainly including optimizing the organizational structure of government, clarifying departmental functions and improving coordination mechanisms to reform the lower docking mechanism; clarifying the distribution of power; strengthening regulatory powers and improving the supervision mechanism; breaking the obstruction of vested interests and reducing the resistance in five areas.This paper summarizes the conclusion of decentralization, which should be noted with determination and courage ton output capacity to Last Stand of the spirit.
