Research On The Old Age Service Of Jilin Province Under The Background Of Aging

After the founding of people’s Republic of China, we had carried out six large-scale census of population, the census showed the population aged 65 and above accounted for a proportion of the total population from 4.41 percent of 2000 to 8.87 percent of 2010. During the same period, the population aged 65 and above of Jilin Province accounted for the proportion of the total population from 3.21 percent increase to 8.38 percent during the period of 2010, from below the national average to close to the national average. Statistical bulletin of national economic and social development of 2015 shows that China’s total population is 1.375 billion, of which the people aged 65 and above accounted for the whole population is 10.5 percent, and the total population of Jilin Province is 2753.3 thousand, the percent of the population aged 65 and above reached 11.24 percent, higher than the national average level. Under the background of aging and the plight of the aged service, the key of study on population has been gradually from how to control the population growth,stabilize and optimize the population structure to how to deal with the aging, the corresponding population policy also from the family planning period of a pair of husband and wife to bear a child to two children alone to the full two children.In terms of economic gross development and economic growth, in China’s 34 provinces,Jilin Province are in the middle and lower levels,and Jilin province is China’s most important agricultural province. The development of the aging population in Jilin Province was under the situation of undeveloped economy, so Jilin Province facing heavy pressure on the pension and its ageing development with aging population fast growth, rising proportion; elderly, disabled elderly grow fast; rural aging problem prominent,and so on.Under the increasing aging, Jilin Province is facing an absolute increase in the number of elderly population, leading to increased demand for pension services; the elderly, disabled elderly people need long-term care services; the family pension to give their children a great burden and new situation of the loss of single family, empty nest elderly people are in urgent need of social pension etc. Jilin Province, the development of pension services, there is still a number of institutional pension services, community home care service stations to provide fewer services and rural pension services development lag. The reasons for the above problems are the lack of standardized management of pension services in Jilin Province, the low degree of socialization of pension services, the lack of personnel, lack of funds.On population aging and pension service research has gradually become demographic, social security and other related disciplines of the hot spot. This paper is based on the background of the aging of the population in Jilin province gradually aggravated, on the status of population aging in Jilin Province, the characteristic and the elderly pension is facing the new situation condition, perfect the relevant countermeasures of Jilin Province of urban and rural old-age service are proposed on the basis of. Is to improve the policy of pension service system; encourage participatory advance the Socialized Old-Age service; improve the home community service for the elderly pension model; establishment of long-term care insurance system for medical support binding; balancing urban and rural development and strengthening the construction of rural old-age services; increase from the number of industry personnel to improve the quality of employees.
