Responsible Sovereignty In The Regional Order Transformation Of East Asia

The disintegration of the Soviet Union changed the bipolar structure of East Asia which was established after the World War II, since then the order of East Asia came into regional order of American hegemony. Along with the change of national strength,national interests and comparative regional affairs, East Asian order did not keep the situation after the Cold War, but along continued and evolved with three dimensions of the safety, the economy and the legitimacy, which performed as the United States continued to maintain and consolidate its presence in East Asia by strengthening the Asia Pacific Asia Pacific strategic integration, which would build on the order of East Asia into the Asia Pacific rebalancing in Asia Pacific region.At the same time, in the East Asia region the region borned the new internal vitality and constantly enhanced the autonomy Mainly East Asian countries especially China Japan, South Korea and ASEAN had proposed the design of the transformation of East Asian on their position to promote the integration of East Asia building.A kind of ideal and compatible development direction in the Asia Pacific region as well as the East Asia sub regional is that East Asia as a whole participates into the construction of the order in the Asia Pacific, which contains the opening to allowing other neighboring countries to participate in East Asian regional affairs. However in the actual development of regional order in East Asia,the process of promoting the construction of East Asian integration is not smooth.In gradually reaching the achievements of ASEAN 10+1, 10+3 and 10+6 and regional comprehensive economic partnership it is still full of challenges and obstacles, which performs as within the East Asian region there are discrete confrontations of state powers,plate overlap between regional orders and the integration between the regional order and international order.From the perspective of regional interaction, the setbacks in the development ofEast Asian integration is in a certain extent from the plate extrusion of Asia Pacific regional order. Under the guidance of the Asia Pacific rebalancing strategy, The United States relies on superpower hegemony and the national balance of power to maintain the stability of the Asia Pacific regional order. When there is coming some countries which are likely to threaten the United States’ dominance,they will suffer checks and balances from the United States and its allies. By playing the role of the identity of the offshore balance,the United States interferes with the process of East Asian integration, and constantly consolidates the cohesion of the Asia Pacific region,whcih leads the phenomenonto that there are still some countries choose to depend on the United States to balance the power of China,with the increasing of independent consciousness in East Asia, whcih leads to the East Asian political and economic separation of binary pattern.In this regard, we can introduce some new variables to the reform and construction of the regional order of philosophy, namely the sense that the stability to the regional order in East Asia is based on external balance, if the East Asian countries can accept the concept of “responsible sovereignty” and strengthen itself on its own power within the students constraints and apply relative limited delivery power whcih would change depending on the balance of power to achieve mutual constraint situation, realize the power secondary balance. Responsible sovereignty of East Asian integration process in every countries put forward requirements of different degree of responsibility, China will uphold the concept of a responsible great power, maintain a consistent practice of self-restraint, assume international obligations,and promote development and cooperation between the countries.In the design, firstly this paper defined the core concept of the regional order,responsible sovereignty, and regional community, then based on the three aspects of economy, security and legal concept of carding East Asian regional order evolution since the Cold War.Secondly, based on the goals and driving force of transformation of East Asian order, summary the obstacles and difficulties existed in the interactive of East Asian integration construction.Thirdly, the paper attempts to break the cold war ideological thinking of balance which restricts regional order construction, withintroducing the variable quantity of responsible sovereignty to innovate order construction notion.Finally, based on the using of responsible sovereignty,explicit responsibility which East Asia countries should hold to promote the integration of the construction, and put forward some suggestions on the Chinese aciton in East Asian integration in the construction.
