Study On The Drought Disaster Warning System Improvement Of XinHe,HeBei Province

Perfect drought early-warning system is of great significance for agriculture region,it is the need to promote and ensure economic stability and growth of income,and it also reflects the government administrative capacity,affecting the image of it.Xinhe County as a traditional agricultural county,often plagued by drought, and therefore,Perfect drought early warning system is of great practical needs,while grassroots local government is the major drought relief leadership, Perfect grass-roots government drought early warning system have a significant impact for the timely effective coping drought, improve the the drought early warning system construction of Xinhe county has reference significance for other areas.Firstly,this paper defined the drought disasters,the drought degree,the warning system as well as the grass-roots government natural disaster warning system,and introduced the research status of foreign grass-roots government natural disaster warning system.Secondly,introduced the general situation of Xinhe drought history,analyzed the present development situation of drought disaster warning system, the current situation were introduced from four aspects,namely,leadership and organization system,security system,information system and early warning response system.Thirdly,based on the drought early warning system current situation analysis of Xinhe and questionnaire survey data obtained on the analysis,points out its achievements as well as pointed out its weakness in its leadership and organization system, security system,information system and early warning response system.Finally,Proposed countermeasures and suggestions of improving the drought disaster warning system of Xinhe from four aspects.First,leadership organizational construction,including government leaders and community involvement, and performance assessment methods aspects.The second is resource security,including information management,human,financial,material,foundation facilities and regulatory.The third is information management,including special information system,information management,information communication platform.The fourth is disaster response capability, respectively from three aspects to illustrate,they are the response measures for the management of disaster classification,drought early warning and response network,early warning corresponding solutions accordingto the drought grades.
