At present,China’s economic development has entered a period of rapid transformation.The phenomenon of wage evasion and strikes still exists.The labor-management conflict has entered a period of prominence and frequent occurrence.The labor-management problem has also become a hot issue of public concern.By establishing an early warning mechanism for labor-management conflicts to prevent and resolve labor-management conflicts and build a harmonious and stable labor relationship,it has become the duty of government departments at all levels.The operation of the early-warning mechanism of the labor-management conflict at the grassroots level is composed of information collection,information transmission,analysis,judgment,response and early warning,etc.The purpose is to realize the advance feedback of the labor-management conflict information and contain the hidden risks of labor-management in the bud.Starting from the improvement of the efficiency of the early-warning mechanism of labor-management conflicts at the grassroots governments,this paper adopts the literature research,interviews,and inductive methods,and uses Sandver and collaborative governance theories to have an in-depth analysis and study of the existing issues and the relevant reasons in the operation of the early-warning mechanism of labor-management conflicts in C district of Qingdao City.Drawing on the typical domestic and foreign practices in terms of preventing labor-management conflicts,combined with China’s national conditions and development status,how to improve the operation of the early warning mechanism of labor-management conflicts at the grassroots governments,from improving information collection and analyzing the system,strengthening the construction of enterprise credit system,constructing a multi-participation collaborative governance model,and adding reward and punishment systems have been put forward.
