Since 1993, the party’s discipline inspection organs and administrative supervisory institutions have started to merge work in one office for more than 20 years. It plays an important role and has achieved good results in the construction of the party’s work style and clean government and anti-corruption work in our country. However, with the development of social economy, transformation of economic system and social system, anti- corruption is facing unprecedented challenges and difficulties. In particular, over the past few years, the corruption cases have been increasing year by year. The subject of criminal corruption, from the village cadres to the national level officials are involved, The amount of corruption involved is huge, the way of corruption has become more and more covert through the use of modern information technology, All of these make the discipline inspection organs and administrative supervisory institutions have to face more challenges now. For example, the difficulty of investigation of corruption is increasing, the duty is becoming more heavier, the scope is more and more extensive. While after the new generation of Chinese central collective leadership being in power, they have proposed unceasingly a series of new requirements about cracking down corruption and have formulated a row of standards to regulate the conduct of party and government organizations and civil servants. They are determined to zero tolerance attitude toward punishing corruption and eradicating corruption. However, the endless stream of breach of discipline on the party and government organs and staffs indirectly shows that the functions of the disciplinary inspection institutions in China are still not up to the ideal state.From previous researches, most of scholars believe that one of reasons of affecting the efficiency of discipline inspection organs and administrative supervisory institutions is the reconsideration office system. They thought discipline inspection organs and administrative supervisory institutions belong to the heterogeneity institution and the power and responsibility of them are various, so it is not suitable for them to merge work in one office. some believe that the reason for this problem is that the dual leadership system. It has hindered the disciplinary inspection organization from displaying functions. They put forward the proposal from the system reform. The author believes that it can take the precise definition of their functions into consideration to enhance the efficiency of discipline inspection organs and administrative supervisory institutions. It also conforms to the new requirement of the “transfer functions, transfer mode, turn style” for discipline inspection work which is put forward at the 18 th session of the central commission for discipline inspection three plenary session. Clear functional positioning can not only enable disciplinary inspection institutions to clear that “what the ought to be done, what they should not do ”,to enhance the effectiveness of disciplinary inspection work and safeguard the party’s ruling status.This article is divided into five parts. The first part explains the background and significance of the topic, summarizes the research results on this subject, and briefly introduces the structure and main contents of this article. The second part mainly introduces power balance theory and the new public management theory,and takes this two theories as the theoretical basis for paper to discuss functions positioning of the disciplinary inspection institutions. The third part takes discipline inspection agency of Shenzhen Dapeng District as an example, to analyze the achievements which made and explore problems of functions positioning which exists. These problems mainly includes four aspects: fuzzy boundary, unclear responsibilities; Everything in, neglecting principal work; Attention punishment, ignoring prevention; Invigorating large enterprises while relaxing control over small ones, incomplete surveillance. The fourth part analyzes the reasons of the above problems, including four aspects: the power and responsibility on laws and regulations is not clear; the dual leadership system of discipline inspection agency has inherent defects; The disciplinary punishment function relies on it excessively and its working mechanism is not perfect. Finally, the fifth part, the author put forward four suggestions of functional orientation. It includes clear powers and responsibilities, the focusing principal work, the combination of prevention and punishment, key points and overall supervision. I hope that can provide some reference for the reform of the Discipline inspection agency in merge work system.
