Studies On "Love In The Community" Of Home Care Services

The situation of aging population is increasingly severe, growth in demand of pension services becomes the general concern of society. Among them,home care service has become an important part of the basic pension service system. Currently, the number of regional service providers increase sharply, but this also led to a sharp increase in capital investment and the number of purchases.Item purchase becomes the main part of government purchases, home care services continues to develop and also made some achievement. However, after our field participation and project research in "love in the community"of home care programs, monitoring of home care services and home care services implementation process, we find home care services still has many problems. Home care services have a " set of items " phenomenon through simultaneously reporting two or more items but serving the same people; services level is not high and the effect is not significant; project management intermittent, it can not continuously supervise project implementation, and management mechanism failed to form a complete system; evaluation index dispersion, using only the Satisfaction Evaluation Form to assess the effect of the project implementation, lack of reliability and validity; small-scale service providers, service capacity is not sufficient to include the whole community and all services.Based on this consideration, our study is based on "love at home" home care service projects, we involve in the implementation and evaluation process. Preliminary research project through questionnaires and get to know the needs of the elderly X community. Collect project evaluation information and datas by scales and interviews, coding and analysis of qualitative data, qualitative data for data analysis, set the implementation of the project as the main line and get the corresponding points by in-depth study of the operation and implementation of the project, we finally make a comprehensive assessment of the project.Studies have shown that home care services need to constantly improve and develop. After corresponding the problems existing in the practical research, the author would like to put forward the following suggestions:establish and improve the Quality supervision systems and mechanisms; run the information sharing platform of home care service projects; effective intervention of third-party evaluation mechanism; standardize and improve the assessment system of home care services (ie, the establishment of indicators to assess system, improve policies and regulations, and optimize legal assessment environment, strengthen own assessment of home care service agencies and assessment of talent cultivation and management); government funds need to increase and the institutional services needs to enhance. Establish the information platform to increase supervision and evaluation of index system is conducive to the promotion of transparency in project implementation, project indexing and operation. Give the government some inspiration and reflection on buying home care services to make home care services continues to develop and progress.
