Research On Community Correction Of Pingdingshan City

Community correction has been widely used in many countries in the world. It Is the trend of international justice in the world today.In some countries of Europe and America, community correction has developed more mature, but in China is still in its infancy stage. Our country’s community correction work began to build experimental units in 2003, and to develop comprehensively in our country in 2012. Community correction system not only is a significant reform of China’s penal system, but also promotes the integration of our country and the international trend of execution. Community correction not only embodies the theory and practice of law, sociology and psychology, but also reflects the exploration and practice of public administration theory. The correction object is dominated by the judicial administrative organ, the non governmental organizations and volunteers participate in the management system,which can not only effectively promote the transformation of the object, but also enhance the social public’s legal system and the rule of law practice. Besides,it can play a positive role in promoting the development of non-governmental organizations and communities. The development of community correction proposes a new requirement for the government and social governance, which embodies the concept of the main body of public administration, and also reflects the concern of human rights in the reform of the judicial reform in the new period.This paper takes the community correction of Pingdingshan as the research object, taking the perspective of public administration to explain the existing problems in the development of the situation and management problems, analyse the reasons of the existing problems, and draw lessons from domestic and international advanced experience in community correction,so as to improve the region’s proposal to build a suitable community correction management systemin the region, and to provide useful exploration and reference in order to further improve our community correction system.In addition to the introduction and conclusion, this paper is divided into four parts:the first part is the relevant concepts of community correction, the scope of application, theoretical basis and the development of domestic and international community correction, and so on, aming at providing a comprehensive understanding of community correction work. The second part describes the status of community correction work in Pingdingshan, including the main practice of community correction in Pingdingshan, the structure and supervision of the rectification object and the basic situation of community correction workers. The third part points out the problems existing in the community correction work in Pingdingshan, and analyzes the reasons. The fourth part puts forward the countermeasures to improve the community correction work.
