On Conflicts Among Entities In Urban Community

With the reform of Chinese economy and social management system, urban management system at the grassroots level has experienced the changes of units system, street system and community system, formed the current structure of community governance and fostered various actors in the community governance. As the imperfections of current community management system, the folk organization development is relatively difficult, and its independence and autonomy is unrealized. The immature of city community sectors and the structural strain implied in the community governance, showing a certain degree of conflicts between the governance subjects, and affected the performance of community governance.In the current urban community, community residents’committees, the owners’committees and property management company constitutes the "troika" of community governance. But the status of community residents’ committees has an obvious difference with the owners of the committees, although both of them are community autonomy organizations, residents’ committees are in a strong leadership. Due to grappling with the routine work of the government at all levels, community residents’ committees couldn’t carry out community autonomy. The owners’ committees which are weakness are still at a disadvantage in the game compared to residents’ committees. From the perspective of the theory and practice of civil society, the folk organization is the core of the civil society, because our country is in the period of social transition and the development of various non-governmental organizations just begun, "grassroots" organization developed difficult. The weakness of all kinds of folk organizations make community autonomy only exists in the theory.This paper, from the perspectives of ideological origins and institutional root, analyses the reason of conflict between the urban community governance subjects, and try to explain from the perspective of the theory of civil society with Chinese characteristics. The author think that urban community governance must be built on the base of the theory of civil society with Chinese characteristics, led by government and promote the development of civil society through cultivating non-governmental organizations actively. The conflict between community governance subjects can be avoided if government and citizens, government and non-governmental organizations can form consultation work and mutual cooperation relations. If the community multiple governance subjects should on the basis of equality, it can realize the benign development of the community, and build a harmonious community.
