Causes Of Conflicts Between Officials And People In Major Medical Incidents From The Perspective Of Value Conflicts And Their Governance Paths

Our country is currently in a critical period of social transformation,and there are still many deficiencies in the field of public health services.In recent years,the frequent occurrence of major medical incidents has made the public quite dissatisfied with the public health services provided by the government.Public health is related to people’s lives,health and safety.Once a public health incident breaks out,it can easily lead to tensions between the government and the public,which will trigger conflicts between the government and the people.This paper selects the representative case of Changchun Changsheng vaccine,and analyzes the four characteristics of the event,namely,the close relationship of the public’s vital interests,the large negative impact,the wide spread of rumors,and the continuity of the impact.By dividing the event into three development stages,the characteristics and development process of each stage are analyzed.Once such incidents occur,they will inevitably arouse public attention and discussion.Analyzing the conflicts between officials and people caused by major medical incidents will help the government to deal with this social problem scientifically and reduce the occurrence of government social governance crises.Taking the Changchun Changsheng vaccine incident as a case study,this article analyzes the value orientation of the four stakeholders,namely the government,the enterprises involved,the public,and the internet and media.Through the study of the value conflict between the government and the company involved,the value conflict between the company and the public,the value conflict between the Internet,media and other intermediary organizations and the company,and the value conflict between the government and the public,the conflicts between the four interest subjects.The analysis shows that the value orientation contradictions between different stakeholders.The article also analyzes the risks of conflicts between officials and the people in major medical incidents from four aspects: the risk of conflicts between officials and the people,the risk of government social governance crisis,the man-made risks in major medical incidents,and the risk of failure of public opinion supervision,and pointed out the incident.Our country’s deficiencies in the governance of the conflicts between officials and the people that were exposed in this article have been revealed in the essays,and based on the reality,we have put forward corresponding suggestions for improvement,hoping to help the government improve its ability to resolve conflicts between officials and the people.
