In China, institution is the main body which provides public services in economic and social development, the main place where all kinds of talents congregate, the main force in the construction of socialist modernization. The open recruitment of institutions is primary part of the personnel system reform of public institutions. Promoting the open recruitment of institutions is inevitable requirement of the personnel system reform of institutions, which is good to the normalization of the system and procedure of recruitment and broadening the channels of recruitment, thus improving the overall quality of staff. Since the promulgation of Tentative Provisions for the Open Recruitment of Institutions in 2006, the open recruitment of institutions has been carried out all over the country, which has initially built an open, competitive and best-selected institutional framework of recruitment. However, there are lots of defects in the concrete practical processing since the implementation of open recruitment of institutions is only for a short time. One of the many defects is how to be more scientific and normative in the ways and means of the open recruitment of institutions and how to further perfect and innovate in the ways and means of the selection and the technology level of examination and assessment.That the variety of demand of recruiting talents and the limitation of the public services of recruiting talents in China at the present stage, results in the open recruitment of institutions being gradually promoted in the thought of classified implementation. Based on surveys and investigations, this essay summarizes and arranges test content, test form and organization pattern, while comparatively analyzes them in the general principle of recruiting talents. Furthermore, this essay designs the framework of classified implementation of open recruitment of institutions, which divides into four parts:the classification of recruiting position, the classification of pattern of organization implementation, test content and the implementation procedures of recruitment. At last, considering the present-stage feature and practical situation of the open recruitment of institutions, this essay gives policy suggestions for formalizing the open recruitment of institutions staff in China.
