The relationship between the legal environment and business credit has always been an important theoretical problem. Under the condition of market economy, the commercial credit financing and investment is often as a business strategy in enterprise. and the selection and application of this strategy will be influenced by many factors, one of which is the country or the regional legal environment. It should be said that a good legal environment will provide protection to commercial credit activities, but under different legal environment, there are different strategy choice in the enterprise commercial credit investment and financing, theoretical research conclusion are also different, under this background, this paper takes the development of our country environment and the commercial credit as the object, studies the relationship between them, there has more important theoretical and practical significance.It is first to define commercial credit and legal environment in the papers,on the basis of the theory of legal environment are analyzed theoretically and the relationship between the commercial credit investment, financing, It is second to analyze the relationship between legal environment and commercial credit investment, financing in the theory, and the differences of the relationship between the non-state enterprises and state-owned enterprise are also analyzed.The last,put forward the research hypothesis; In China’s Shanghai and shenzhen from 2007 to 2009, a total of three years of panel data of listed companies, using the EXCEL and SPSS correlation analysis and regression analysis, to study the relationship of listed companies commercial credit and legal environment in our country, to test proposed hypothesist, the article drew the following conclusions: the legal environment maintain positive influence on commercial credit investment;legal environment kept positive influence on commercial credit financing;and the influence of commercial credit investment better than commercial credit financing; Compared with the state-owned enterprises, the non-state-owned enterprise external environment is more need to perfect the legal system, and efficient enforcement law. In this paper, the effective application of the research conclusion can be guide Chinese enterprises commercial credit activities in the current law environment, it is also can strengthen the system construction, and improve the legal environment to provide reference and reference for the government.
