Stand On Shaanxi Youth Unemployment Problems And Countermeasures, Under The Background Of Economic Transformation

Youth unemployment has become a social problem can not be ignored in the economic transformation of China. China’s economy showed New normality like growth shift, structural adjustment pains and pre-stimulate policy digested. The New Economic Normal is to use growth to promot development, then development promote growth conversely. Youth, as an emerging economic power and the construction of the main force, make a significant contribution for social stability and economic development. Solve the problem of youth unemployment is the need of building a moderately prosperous society, is the inevitable choice for sustainable development of the entire society. Economic transformation for China is an opportunity as well as a challenge, however, in the process of re-employment of the unemployed youth, problems like "strong capital, weak labor", "unemployment insurance benefits are not in place," and "hidden labor contract" becomes increasingly prominent. Temporary employment as a transitional period of young unemployed people, the needs of how to help them and whether it could help them to transit to formal employment smoothly become heavier and heavier.This thesis adopt questionnaire and document analysis to collect the dates, then analyze them by descriptive statistical methods, from "Marginal employment" perspective, take the youth unemployed people as research subjects, and guided by the theory of "Marginal employment" relatively surplus population and "Economic Transformation Theory" of Marxism and "scientific development". Firstly, this thesis sort out and analyze the characteristics of unemployment and temporary employment of the youth in Shaanxi Province. Then through extensive researches about labor relations factors proposed by scholars home and abroad, the paper choose the factors of youth unemployment and re-employment in Shaanxi Province under the four target dimensions like ―personal expectations, " " social support ", " job security, "" and ―right assertion‖. Secondly, through the design and delivery of questionnaires about the youth unemployment and re-employment situation in Shaanxi from a critical perspective, the author actually investigates the situation of youth unemployment and re-employment in 11 industries. Which are all temporary employment like construction, retail and service industries in Shaanxi province. This thesis use descriptive statistic to analyze the four issues and causes of the problem of youth reemployment under the critical level of employment in Shaanxi Province. Finally, from the perspective of the critical employment, from motivation, management, and monitoring three aspects, this thesis put forward suggestions on how to build the promotion of youth unemployment in Shaanxi Province according to the analysis of existing problems and the reasons in the result of questionnaire.The main innovation of this paper includes the following two aspects:(1) it start from the perspective of a " Marginal employment ", has in-depth analysis of the influence of unemployed youth’s behavior on their formal employment, and explore the impact of informal employment on different type of unemployed people in the transition environment in Shaanxi Province. Thus, this thesis opens new perspective in domestic research.(2) based on extensive reaches of the factors affecting youth unemployment that raised by domestic and foreign scholars, combining features of youth unemployment and temporary employment in Shaanxi Province under the background of economic restructuring, this thesis make new definition of the factors affecting the youth unemployment problem.
