With the development of the technologies of ship-building, ship-handling, the technology of ship maneuvering, and global warming, it becomes possible for international society to make a more extensive and more in-depth exploration of the Arctic region.Its purposes can be from the scientific expedition to expand the area of possible extensive and in-depth commercial development and utilization. Among these areas, it fixed world’s eyes upon that the rich resource reserve of Arctic region that can be comparable to the Middle East’s and the broad prospect in Navigation that can be called "Golden Waterway". After the gradual increase in resources development and commercial navigation activities day by day, vessel source pollution followed. Taking the harsh natural environment and vulnerable ecology of the arctic ocean into consideration, it is the extremely difficult work for cleaning and restoration once the pollution occurred. Therefore, how to regulate the vessel source pollution in the Arctic Ocean in the legal ways, so that can be facilited Arctic resources exploitation and marine transportation. It has become an urgent problem to be solved for the international communities. Based on the understanding of these problems, the main contents of this thesis are:The first chapter described the basic situation of vessel source pollution in the Arctic Ocean, including Arctic resources development and the routes opened, the particularity of the Arctic Marine environment, and the concepts and categories of vessel source pollution, and summarized in the last. The second chapter summed up and reorganized international conventions, regional agreements and maritime law norms of coastal states on vessel source pollution in the Arctic Ocean. The third chapter compared and analyzed the above three kinds of maritime specifications, maked the evaluation, and pointed out their existing problems and insufficiency, and summarized in the last. Based on the previous three chapters, the fourth chapter proposed suggestions on vessel source pollution in the Arctic Ocean. The fifth chapter discussed the countermeasures on vessel source pollution in the Arctic Ocean from the perspective of China, hoping to provide references on this problem and a train of thought for China on resources development and utilization of the Arctic Ocean. Finally, summed up the main conclusions of this thesis.
