Since the student village official policy carried out in nationwide, it has been widespread concern of the government at all levels and the whole society. As a new force to promote the development of China’s rural area, their policy identities have great influence on the effects of policy implementation and policy objectives. But graduate village official’s turnover rate is high in current situation; to study turnover intention of this group in office is of important value for analyzing the influence factors of turnover, retaining high-quality talent. Therefore, this article tried to put the policy identity as a breakthrough point, analyzing student village officials’ policy identity status and its impact on turnover intention through empirical research.Taking the college graduates as the research object, this paper carried out a questionnaire survey and in-depth interviews to the group. Through analyzing the questionnaire data and interview materials, this research got the following findings: student village officials’ policy identity can be divided into four measurement dimensions, including policy cognition, implementation degree of expected position, additional preferential identification and policy changes. The overall level of student village officials’ policy identity was in general; student village officials’ resignation tendency is obvious; student village officials’ policy identity and turnover intention have significantly negative correlation; there were significant differences between different students village officials on policy identity and turnover intention.In view of the above findings, this article stands in the policy formulation and implementation of policy subject perspective, putting forward corresponding solutions to policy formulation, policy implementation and policy supervision respectively. It provided a reference basis to improve the student village officials’ policy recognition, to reduce their turnover intention and to promote the effective implementation of the student village official policy.
