Pay is a key part of human resource management which affects the basic interests of every employee. It has a profound impact on employees’ initiative and efficiency. Grassroots civil service pay system is the most wide-ranging and the most important aspect all over the areas of civil service system, which makes the key to the grassroots civil servant management. With the advancing of comprehensive deepening reform and national income distribution system reform, grassroots civil service pay has caught widespread public attention. The current grassroots civil service pay system has though made some improvement through each reform since the founding of PRC, there gradually exposed some drawbacks with the development of social economy. This paper introduces literature research and comparative analysis, rely heavily on access to books, magazines, journals, and network information, and to learn about the actual civil service pay system of Y City in a province, carries out a comprehensive, in-depth, and systematic analysis on the existing difficulties of Y City’s civil service pay system, and sums up the presence of large difference, overstaffed, brain drain, and corruption within Y province city civil service pay system. Also this paper brings up the guiding ideology, principles and elaborate scheme for the civil servant pay system reform in Y City, based on the actual facts of Y City and successful experience of other countries. As well, it advises on the reform covering several aspects including reasonable pay level, improving dynamic adjustment mechanism of pay, establishing civil service pay system for performance, and improving welfare and insurance civil servants. This paper intends to provide some thoughts for the civil service pay system reform in Y City, and to complement the improvement of civil service pay system of our country.
