Theoretical Study On The Maintenance Of Stability Of Xinjiang By Chinese Communist Party In New Period

The social stability and lasting political stability is the overall direction and objective of the governance of Xinjiang by the Chinese Communist Party and country.The maintenance of stability of Xinjiang is not only the current demand of opposing national separation and violence and terror, but also the long-term strategy of the development of Xinjiang. Theoretical analysis is conducted for the maintenance of stability in Xinjiang by Chinese Communist Party ever since the reform and opening up through the policy analysis and process study, as well as the search and analysis of substantial literatures, with historical approach and contrast research. According to the historical development context, the stability maintenance process is clarified. With the policies of stability maintenance by the Party for grasping the overall situation of the development changes caused by various factors after the reform and opening up, the utterance changing rules and governance thought is summarized.Firstly, the topic source, objectives and significance, research status, basic thoughts,research methods, key points and innovative points are illustrated for preparation; the theoretical basis for the proposal of stability theory is analyzed. The historical development context of the argument “national separatism is the main risk impacting the stability of Xinjiang” is interpreted by combining the overall stability of China in the beginning of reform and opening-up, as well as the objective realistic threat in Xinjiang, and it is also pointed out that “the major threat” is deeply promoted by Chinese Communist Party according to the changes in Chinese and foreign situation.By observing the relation between stability and development, the 3D stability maintenance theory of accelerating the economic development and improving the livelihood on the premise of attacking on the national separatism and its activities by Chinese Communist Party, three significant factors, namely stability, development and livelihood, are indispensable, and the overall thought of seeking stability in development is reflected. “Stability is the top priority” shall be the primary task of Xinjiang, and the development and improvement of livelihood may be suitable for the overall situation and guarantee the stability of Xinjiang. Consequently, the proposal of stability does not go against the acceleration of livelihood improvement. By analyzingthe thought and opinion of anti-separation fight in the ideological sphere, it is proposed that the anti-separation fight in the ideological field is the essential strategy of the stability maintenance in Xinjiang. It is also considered that in order to maintain the stability of Xinjiang effectively, it shall insist on the principle of ideology control by the Party, and set up the common consciousness of the nation to resist the conspiracy of the “Three Evils” of separating the country by consolidating the guidance status of Marxism with education. Finally, the objective fact of “not accomplishing the whole task at one stroke” in the stability maintenance of Xinjiang is summarized with the analysis of macro-theory.
