In the report of the 18 th CPC National Congress, urbanization was heavily narrated as the carrier of building a moderately prosperous society and the focus of achieving economic development mode transformation. As urbanization occupies an increasingly important position in the realization of building a moderately prosperous society in practice, cultivating and building central villages, which are an important node of urbanization, has become an inevitable trend for accelerating China’s new socialist village construction and comprehensively enhancing the coordinating development level of urban and rural areas. The cultivation of central villages is now extremely urgent in terms of orderly and efficiently guiding the sustainable construction of rural areas. Therefore, studying issues related to the cultivation of central villages and proposing concrete ways to accelerate the cultivation and construction of central villages have great significance for exploring countermeasures for the cultivation of central villages, optimizing the spatial layout of urban and rural areas and the allocation of resource elements as well as building a beautiful, happy homeland for farmers.This paper has made in-depth analysis on the cultivation of central villages in Ninghai County, Zhejiang Province, by taking the technical route of "studying the necessity and feasibility of cultivating central villages – analyzing the status quo and problems of cultivating central villages in Ninghai County – learning and summarizing the central village cultivation experience within and outside the county – proposing concrete ways to cultivate central villages in Ninghai". The study of the paper on the cultivation of central villages focuses on the planning system, cultivation focuses and paths as well as the main body for cultivation. Meanwhile, the paper has also extracted and summarized problems now existing in Ninghai’s central village cultivation process, mainly including three aspects of problems: the relatively weak infrastructure, relatively lagging planning and relatively restricted construction elements of central villages.On the above basis, by summing and referring to the successful central village cultivation experience inside and outside the county, the paper also proposes countermeasures for Ninghai to improve its central village cultivation and to solve the problems existing in its central village cultivation process. These countermeasures mainly include: strengthen the planning control by optimizing the centralized residential area for the purpose of enriching villages and farmers; guide the public to actively participate in discussion, emphasize respect on different views and underscore equal consultations; with the help of grass-root governments, through local villagers’ active and broad participation, achieve the sustainable, shared and beneficial development of central villages, and explore innovative construction models, including: the single administrative village-based model, the cross-village centralized residential area model, and the whole-area construction model; perfect the public services by separating living, service, industrial and planting areas, promoting community service construction and giving priority to central villages in the arrangement of infrastructure and social welfare projects; innovate rural social management; give priority to the new village construction from the aspect of land usage indicators, give a separate list to central villages in the aspect of project construction land arrangements, encourage to carry out pilot trials on the homestead replacement and circulation, explore the village collective construction land use right transfer management approaches, in order to ensure land usage for central villages; strengthen capital support, ask governments at all levels to further increase financial investment in rural areas, perfect the inter-departmental mutual cooperation working mechanism, develop secondary and tertiary industries to facilitate villagers’ employment and entrepreneurship after they live in a centralized area, as well as deepen and improve the village-enterprise matching mechanism.
