Development zone is set up for the development of economy in China’s special administrative regions, in the context of the current global economic integration, with the expanding of the scale and market economic system reform deepening, combined with the development zone policy changes, the development zone administrative system has also undergone profound changes, the development zone management system put forward higher requirements. By means of comparative research on the foreign economic development zone, development model and the comparison between domestic problems to provide the necessary guidance to yan’an economic development zone construction, it is vital for yanan development zone construction location.Development zone of the administrative system reform and innovation is a process of constantly improving. Combination of yanan development target, this paper puts forward how to implement system innovation put forward specific countermeasures. Yanan development zone aims to improve the administrative system, make the development zone eternal vitality and vigor, power yanan’s overall economic development.
