With the rapid development of economy, the knowledge and information are constantly updated, and the social demand is becoming the outstanding feature of the social environment. Our government also take into account the changes in the operating environment, and aware that originally correspond to stable environment, mode of operation system, bureaucracy as the core of personnel management system,under the new environment performance, does not have good performance. Early in 1956, China have began the reform of personnel management system, retrospectively history of China’s personnel management reform can be found, the personnel management of government departments in our country experienced the stage of the traditional personnel management, human resources management stage today gradually towards the strategic human resource management. The strategic human resource management is a kind of love for the environment adaptability, and the strategic human resource management thought in the Chinese government departments. However, the strategic human resource management is born and developed in the enterprise organization, and is not necessarily effective in the public organization. To further development of strategic human resource management of our government departments,it is need to understand that how in the government sector implementation SHRM issues, government departments to be more scientific, more effective implementation of strategic human resource management. On the basis of summarizing the results of previous studies, in-depth analysis of the theory of strategic human resource management, draw lessons from domestic and international strategic human resource management practice experience, our government human resources from the new angle positioning in the operation of the government role and function, to make it more appropriate in our country to implement the basic train of thought and the countermeasure of strategic human resources.
