Xinjiang Government Purchased From Social Organizations Of Public Service Research

Government purchase of public services is a kind of new things, for the government to provide public services has opened up a new method, promote the government’s public service level of ascension. In recent years, the government by buying public services, from social organizations in our country has emerged as a thriving situation, and in promoting the change of government function, improve the public service level, cultivate social organization development and so on, has played a positive role. Some developed provinces and cities in mainland China gradually explore out some new ideas and new practice mode, also accumulated some experience. As is located in the outlying minority population of Xinjiang are more recognition, not enough, the government purchase process, the corresponding supervision and evaluation mechanism can’t keep up with, such outstanding problems as lagging development of social organizations, and government to the buying public service quality and level of social organization is far less than developed provinces and cities on the mainland. And Xinjiang to the research relate only to the current situation of the development of social organizations and the governance mechanism and so on, and the government organization purchase of public services to the society as a special problem system, in-depth studies are rare. In this paper, based on the actual conditions of Xinjiang, based on the theory of new public service and so on four big foundation, elaborated the government to social organizations, the connotation and the related purchase of public services and its feasibility. Through specific case analysis of the status quo of Xinjiang government purchased from social organizations of public service, found that the existing problems, and deep analysis of the reason, and summarize the experience of the government purchase of public services at home and abroad with the results, try to put forward to change ideas, actively explore new mode of government involved in the purchase of public services, establish and improve the relevant laws, regulations and policies, optimize government purchasing service process step by step, perfect the supervision mechanism, establishing the evaluation system and improve the ability of the participation of social organizations in six aspects, such as measures to promote the Xinjiang government power purchasing service to the society of rapid development, strengthen the social management and innovation, promote the development of social harmony and stability in Xinjiang.
