The Research About The Problems And Countermeasures In The Construction Of Qingdao’s Electronic Party

With the advent of the information age, the national informationization level has become an important indicator to measure a country’s comprehensive national strength and international competitiveness. Developing the construction of electronic party work is a performance of the CPC to follow the trend of the times.It will make full use of high-tech means,modern information technology, advanced information platform and networks and other means, and make the effective integration of the information resources about the construction of the party.in order to set up a new type of Party construction mode with more efficiency, participatory and democracy. The healthy development of electronic party construction concerns the ruling ability and status of the CPC,so it must conform to the actual characteristics of the China and combine with the new features, new requirements of the Party Construction in new period to carry out,then it will play an important role.In this paper, some methods such as literature research, comparative research, case study and so on are used for research. Basing on defining the meaning of electronic party work, analyzing and interpreting the development and important significance of the domestic and international electronic party work, this paper will find out the disadvantages of traditional working model in CPC and many problems in ideology, leadership attention, integration of information resources, information security, personnel training and system construction for electronic party work. Although the electronic party work of CPC has achieved some advancement in recent years.,it is still in the initial stage of development in general,, domestic research is more focused on purely theoretical sense, less on application.This paper attempts to focus on designing and programming the development of electronic party work for Qingdao city Under the conditions of network technology, intend to find the problems and propose countermeasures on the basis of domestic research findings and some alien experience and theories. With the technology and practice application for the breakthrough point, a website is designed and programmed for Municipal Party Committee Office of Qingdao which according to the modular design concept and using modern information network technology and multimedia technology etc.The website will be designed from general framework, application mode and main functions,then effectively integrate together some functions such as information publishing,the forum, office applications, online learning. It also can be customized according to the different business characteristics of departments.Through the website, the goal of Sharing, decision support, service support and comprehensive office functions in Qingdao City Party committee system can be achieved. After that,there’s a discussion that how to crack common problems in the party and governme nt organs like "the informationisolated island", "the digital divide"by using this website,also include the practical significance and value to the development of electronic party work for Qingdao city.Then the way to reform and innovate can be explored, and the path to achieve modernization, informationization can be found. The author hopes that this paper will draw attention from leaders of party committees at all levels,,then they can provide a powerful guarantee by organization mechanism, network security, personnel training and so on.
